Novina konf 2 27.04.2016Final conference marked the end of Project “RATES - Risk Assessment, Treatment and Evaluation System” on 22nd April in Sofia. The project is aimed at building a functioning system for treatment and supervision of sexual offenders in Bulgaria. The aim of this system is to reduce recidivism among them and it is developed in four main directions: adapting and applying efficient instruments for diagnosis and risk assessment; adequate and efficient interventions in prison; informed decisions in terms of sending sexual offenders back to the community; quality interventions, based on the community, providing continuity in the treatment and supervision of each sexual offender.

The following people took part in the conference: Elizabeth Heys – expert at interventions for sexual offenders at the juridical offices in England and Scotland and expert in the European Probation Organization; Christopher Willson – expert and trainer under Project “Spheres for support and responsibility”, UK; Anvars Zavatskis – expert and a licensed trainer at specialized assessments of sexual offenders, Latvia; Sanita Yakuseva and Ainis Yuks – experts and trainers working with sexual offenders, Latvia; Assoc. Prof. Vladimir Velinov – psychiatrist; Georgi Kirilov – psychologist and psychoanalyst; Dimitar Rusinov – chairperson of the Board of Managers of Crime Prevention Fund – IGA; Daniela Yordanova – manager of department “Probation” at Directorate General “Execution of Punishments”; Andrey Momchilov – expert in Crime Prevention Fund – IGA; Valentina Gesheva – manager of the Centre for Social Rehabilitation and Integration of Offenders in Fund – IGA; Docho Mihaylov – independent expert and analyst; Emiliya Paunova – coordinator in Fund – IGA; as well as representatives of the Ministry of Justice, probation workers, psychologists, workers at prisons in Bulgaria, and representatives of non-governmental organizations.

During the conference were presented: System for work with sexual offenders in Latvia, Risk assessment of sexual offenders, including the instruments STATIC 99, STABLE 2007, and ACUTE 2007, Corrective programme for work with sexual offenders, Practical causes for the official acceptance of the Corrective programme, Difficulties and challenges in the risk assessment, Spheres for support and responsibility as well as their adoption in Bulgaria, System for assessing the effect from work with sexual offenders, and others.
