Period of Implementation:

Preparatory phase – 3 months (June-August 2014)

Phase of implementation – 11 months (September 2014 – July 2015)

Leading Organization: Crime Prevention Fund – IGA is a partner in the project together with 22 other NGOs for implementing the activities at a local level.

Short Summary:

The project aims at improving the scope of kindergartens and the attendance of 6000 children from vulnerable communities in 240 towns and villages in Bulgaria. The project covers kindergarten taxes, it provides further encouragement based on the regular attendance at the kindergarten and foresees a detailed access to the information of families from vulnerable communities with children from 3 to 6 years old. Implementing the project on a national scale and applying research approaches in the assessment of the influence will help for finding efficient economic strategies that encourage the access to the early education of the children and the increased participation in it. The kindergartens will be divided into groups and each group will receive a particular kind of intervention (informative meetings with parents, free education, free education plus a meal voucher, control group). The expected effect of these measures is a significant increase in the enrollment of children from vulnerable communities and in their attendance at the kindergartens. As a result of this the children will improve their cognitive and social skills. These improvements will strengthen their preparation for school, which will increase their chances for a better education and better working places in the future.

Description of the interventions:

Before the beginning of the project activities “Open Society Foundation” will conduct a survey of the places implementing the project and will select the final beneficiaries. There will be 240 places altogether for the whole country and they have to meet the following requirements:

-economically disadvantaged concentrated population with at least 25 families with children at the age of 3-5;

- a kindergarten that can be reached on foot.
