Thematic Fund (TF) “Reform Fund Linked to Civil Society Participation” (CSP)



Funding source: Confederation Switzerland through the Reform Fund Linked to Civil Society Participation

Period of implementation: 01 September 2013 – 31 August 2015

Leading organization: Crime Prevention Fund – IGA

Main goal: Improving the capacity of Fund – IGA for delivery of social services to people from vulnerable groups.

Specific goals:

- Improving the capacity of the organization to maintain high-quality delivery of services in different regions;

- Improving the potential of the organization for further development of the services;

- Improving the potential for partnering in individual cases from the network and the system partners as well as in cases from the distant regions.

Budget: 35 574,00 lv.

 

Contents:

1. Project management and visibility: Setting up a project team. Organizing the visualization and the public aspect of the project. Press conference in Pazardzhik. Preparing and printing 40 banners. One-day conference for finishing the project in Sofia.

2. Analysis and revision of the delivery of social services: Examining the annual reports for the delegated social services. Preparing a questionnaire for the managers and the staff, which will receive detailed information on the aspects in need of improvement. Preparing a report.

3. Trainings:

First (two-day) training: Concerning questions related to the management techniques, the human resources management, team building, maintenance, supervision, and ethics. Participants – the managers of the social services coordinated by Fund – IGA.

Second (two-day) training: Concerning questions related to the financial management. Presenting a detailed experts’ report and conducting a training for the financial staff from the five social services.

Third (two-day) training: Focusing on the practices of the social workers for outreach in distant regions and closed (ethnic) communities and defining the questions, which are applicable to other services and network partners. Participants – social workers from all services.

4. Revision of the information received in the delivery of social services and development of a system of indicators for research purposes: Examining the current information, which has been gathered in the process of the delivery of the services. Focusing on the factors, which cause risks related to these groups. Preparing a report. Preparing an integral system of indicators and data to be monitored.

5. Training: Preparing a training programme and conducting a two-day training for the staff for gathering information and monitoring indicators. Participants – one representative from each service.

6. Revision of the partnership in the network and the system partners: Examining the process of partnering in each of the five social services implemented by Fund – IGA together with the network and the system partners of the respective region. Focusing on the scope of each network, its members and their importance, the frequency of the contacts, the immediate communication and the partners’ opportunities.

6. Joint working meetings: Organizing one-day working meetings between the network and the system partners in each place for delivery of social services coordinated by Fund – IGA.

System of indicators for monitoring the social services of Crime Prevention Fund – IGA

Dolna bania 29.07.2014Two-day training under Project “Capacity Building for the Future” was held at the end of last week in Dolna Banya. The project has been implemented by Fund – IGA and it aims at improving the capacity of the organization to deliver social services to children and youths from vulnerable groups.
Representatives of all social centres managed by Fund – IGA in Pazardzhik, Plovdiv, and Peshtera took part, as well as representatives of the Components under the Health Programme of the Ministry of Health.
Results from the survey on the kinds and content of the usual information gathered in the process of social services delivery were presented within the training programme. Then there was presenting of the whole system of indicators and data for monitoring aimed at improving the services and the gathering of data, which are suitable for research goals. The training focused on presenting the philosophy and theory of the system of indicators so that the personnel could interpret the research work and the conclusions reached in their practice with individual cases.
The applying of the indicators was discussed separately for the Centres for Children and Monitored Care Unit – Plovdiv, CSRI for offenders, Crisis Centre – Peshtera, and the Components of the Health Programme of the Ministry of Health.


Training for Financial Management of Social Services

3 obuch shweis 17.04.2014Training under the project “Developing Capacity for the Future” of Crime Prevention Fund – IGA was conducted on April 15-16 in Velingrad. The training is under the third module of the Programme “Improving the Management of the Social Services and the Social Projects of Fund – IGA”, which was created within the project. The teams, which have been delivering the social services, have already gone through the first and the second training modules: “Organizational Management” and “Mobile Social Work”. The third module – “Financial Management” was aimed at managers of delegated activities and social services.
The programme was created by an expert-analyzer after the annual reports of every social service delivered by the organization were researched. On the basis of these reports the analyzer made a questionnaire for the managers and the employees. Through this questionnaire he received detailed information on the aspects, which need to be improved.
The goal of the project is to improve the capacity of the organization for delivering social services to vulnerable groups by contributing to further development of the services and improvement of the interaction with the partners.
The project has been funded by the Swiss Confederation through the Reform Fund Linked to Civil Society Participation and it will continue until May, 2015


 

Training of social workers from the social services delivered by Fund – IGA

P1020711 17.03.2014The second training seminar within the Programme “Improving the Managing of the Social Services and the Social Projects of Fund – IGA”, Third Module: Mobile Social Work, was held on March 13th-14th. The programme was developed under Project “Developing Capacity for the Future” with a funding source – the Swiss Confederation through the Reform Fund Linked to Civil Society Participation.
The developing of the Programme was preceded by studying the annual reports of every social service, delivered by the leading organization. The Programme is focused on three main modules.
18 social workers and psychologists, who are part of the social services delivered by the leading organization, participated in the second training (Third Module). In contrast to the first training, which was mainly theoretically oriented, the second one was more focused on the practical activities. It was based on stimulating the participants’ activity for summarizing the already received experience as well as “learning by experiencing and doing”. The main methods used during the training were cases, roleplaying games, work in small groups, joint discussions, and taking part in practical situations.

Managers and coordinators of the social services directed by Crime Prevention Fund – IGA within a project, funded by the Swiss Confederation through the Reform Fund Linked to Civil Society Participation, took part in a training. The topic was “Organizational Management”.
The training was conducted in the last days of February in Velingrad. It is part of a three-module programme “Improving the management of the social services and the social projects of Fund – IGA”.
Several topics were presented in this first training: Role of the manager in the management process; Management decisions; Types of management decisions; Stages in taking management decisions; Public Relations; Skills for presenting the social activities; Development, management, and motivation of the team; Developing partnerships and work in networks; Developing and managing projects, etc.
Till the end of March the other two modules will be conducted: “Financial Management” and “Social Work”. The social workers and the managers of the social services will take part in them.
The training is being conducted under Project “Developing Capacity for the Future”. The main goal of the project is to improve the capacity of Fund – IGA for delivering social services to vulnerable groups. There will be a consecutive focus on improving the capacity of the organization for maintaining high quality in the delivery of services in the different regions; improving the potential of the organization for supplementary development of the services; and improving the capacity for partnering in specific cases from the network and the system partners, as well as in cases from the distant regions.



Fund – IGA is increasing its capacity for management of social services

Schweis 1 04.11.2013Press conference for presenting Project “Capacity building for the future” took place on 29th October in the Office of Fund – IGA. The goal of the project is to improve the capacity of the organization for delivery of social services to vulnerable groups by contributing to further development of the services and improvement of the cooperation between the partners. The activities include surveys, analyses, reports on development, joint working meetings and trainings of the teams, which deliver the social services coordinated by Fund – IGA.
Representatives from the media, managers of the social directorates in Pazardzhik and directors of the social centres managed by Fund – IGA took part in the presentation.
After the press conference all participants go over the Centre for Social Rehabilitation and Integration of offenders – one of the delegated activities managed by IGA, which is located in the same building.
The project has been funded by Confederation Switzerland through the Reform Fund Linked to Civil Society Participation.
