BG platfA comparative analysis of existing polices and practices for social inclusion of offenders in Bulgaria and Germany was prepared by the experts involved in the project as part of the first activity. It was followed by a thorough examination and evaluation of finished and ongoing projects in the field of offenders’ inclusion carried out by the partnering organizations from both countries.

The comparative study aims to specify the experience and practices of the partnering organizations in their work with people released from places of imprisonment with focus on proven multidisciplinary models of socio-labor reintegration of ex-offenders. To evaluation were subjected projects and activities from “xit GmbH” /HSI in Germany ( Brandenburg state) , and “Center for trainings and services” plus Fund IGA in Bulgaria.

The gradual synchronization of Bulgarian legislation with European standarts creates opportunities for a successful transfer of best practices from the developed EU countries. The research aims to show that based on the experience of the partner organizations it’s possible in the Bulgarian conditions set by the legislative and institutional framework to build on a model by the German partner a network for ex-offenders’ inclusion into the labor market.

The main focus of the study is placed on the number of implemented projects in the field of social inclusion for offenders served “liberty deprivation” sentence applied by the partners; also the number and nature of the provided services to the target group; projects outcomes – a combination of quantitative and qualitative indicators; number of partners involved and sustainable partnerships with government, local and NGO’s and institutions
