 The third seminar on the matter “Juveniles and Justice” starting today in the National Institute of Justice 

366(14th of March) Today the third training seminar for magistrates on Fund – IGA’s project “Juveniles and Justice” has began. In the National Institute of Justice – Sofia will be gathered 27 magistrates from the cities of Pazardjik, Velingrad, Pleven, Blagoevgrad, Plovdiv, Shumen, Pavlikeni, Troyan, Varna, Gabrovo, Silistra and Rousse. The first 2 seminars were carried out in January and February this year and by them 47magistrates improved their own specialization – judges and prosecutors from the entire country regarding the work on cases concerning under aged persons. In them three seminars (including the present one) 11 magistrates from the Pazardjik court region took participation. After the end of the training a Guidebook for magistrates working on cases with under aged persons will be prepared and published and also disseminated among the courts in the country.
The training of magistrates is implemented on the project of Crime prevention fund – IGA “Juveniles and Justice” in the frames of the programme “Judicial strengthening initiative” and financially supported from the USAID.

 The second seminar “Juveniles and Justice” starts today in Sofia

362(14th February) The second three-day training seminar for Magistrates starts today in the National Justice Institute – Sofia. 24 judges and prosecutors from Yambol, Shumen, Stara Zagora, Vidin, Blagoevgrad, Kyustendil, Kardjali, Haskovo, Pazardjik, Velingrad, Plovdiv, Bourgas, Sliven and Krumovgrad have declared their participation.
The aim of the project and the training is to improve the magistrate’s specialization and to adopt in the training program of the National Justice Institute a specialized program for training of judges that are working with under aged persons.
The training is been implemented on Crime Prevention Fund – IGA`s project “Juveniles and Justice”, in the frames of Program “Judicial Strengthening Initiative”, financially supported by the American agency for international development.

 Judges and magistrates will be trained in NJI on Fund – IGA project. 

355(24th January) Three-day training seminar for magistrates starts today in the National Justice Institute – Sofia. The training is realized in the frames of Fund – IGA project “Juveniles and Justice”. Participation in the seminar have declared 24 judges and prosecutors from entire country. In the agenda are included themes, unified in several modules: The International and the Bulgarian legislation in the field of the child anti-social behavior and comparing them; Bio-psycho-social model for understanding of the human behavior; adult, psychological and clinical factors at the behavior motivation; Special rules for inspection of crime cases, done by juveniles: International-penalty-judicial protection of juveniles; Principles and organization of the probation in Bulgaria, main aspects of the probation on juveniles. There will be present some European models for work with juveniles too.
The training seminar will have two more издания – during February and March. The aim is to be taken maximum count magistrates from all the country – 75 for the three seminars. For the first seminar, which start tomorrow participation are declared judges from Regional court – Pestera, Regional court – Velingrad and prosecutor from Regional prosecution – Pazardjik. From Pazardjik court region will participate 11 magistrates in the three seminars. District court – Pazardjik, regional court – Plovdiv, District court – Blagoevgrad and District court – Pleven are the courts-partners of Fund – IGA in the project “Juveniles and Justice”. The other partners are the Bulgarian judges union, Clinic for court psychology and court psychiatry and the National Justice Institute.
The aim of the project is to improve the specialization of the judges, leading court cases with juveniles and to implement in the learning program of the National Justice Institute specialized program for training of judges. At the finalizing of the project will be publish and disseminate specialized issue for judges, working on cases with non-ages.

343The chairmen of District court – Blagoevgrad Krasimir Arshinkov and of Regional court – Plovdiv Veselin Hadjiev, the deputy-chairman of Regional court – Plovdiv Rumen Popov, judge Petia Shishkova from Sofia city court and Nikolay Gospodinov from District court – Pleven gathered in the National Justice Institute to discuss the forthcoming steps about the implementation of project “Juveniles and justice”. Along with K. Tomanov – secretary of CCPJD associate professor V. Velinov – director of Clinic for forensic psychiatry and forensic psychology and G. Mitov – teacher in the Legal faculty of SU “St. Kliment Ohridsky” the participants in the meeting discussed the specific themes in the educational seminars, which are going to be carried out during January, February and March 2007. The provision is that 75 judges have to participate in the three seminars. Very important element from the implementation of the project will be the inquiring and the receiving of feedback from the participants in thоse trainings. The Executive Director of Fund – IGA Marina Manolcheva and the Program Director Dimitar Rusinov presented the project to the participants on the meeting and introduced the plan for its implementation. The project “Juveniles and Justice - training of magistrates for effective work on cases involving juveniles” is prepared and it is been implemented from Crime Prevention Fund – IGA in partnership with the Bulgarian Judges association, the Clinic for forensic psychiatry and forensic psychology, District court – Pazardjik, District court – Blagoevgrad, District court – Pleven and Regional court – Plovdiv. The aim of the project is to increase the effectiveness of the Bulgarian courts in the enforcing of European and International standards in the justice regarding them juveniles, to increase the judge specialization, guiding court cases with juveniles and to adopt in the learning program of the National Justice Institute a specialized program for training of judges.
In the end of the project a leaflet for judges, working on cases with the juvenile participation will be published.
