“Municipal Model for Partnership among State, Local Government and NGO in the Process of Decentralization of Social Services Delivery to Offenders” - “Model of a Probation Center” – Stage 3 (2004-2005)

Bulgarian Centre for Non-for-profit Law; Central Commission for Prevention of the Juvenile Delinquency; Pazardjik Municipality and Municipal Council Pazardjik; Ministry of Labour and Social Policy and Ministry of Justice.
Sources of funding:
Department for International Development (DFID) through British Embassy in Bulgaria
Main goal:
To support the process of decentralization of services provided by the state and the establishment of public-private partnerships.
Objectives:
- To develop a model of social agreement among state, municipality and NGO for provision of social services to offenders;
- To increase Bulgarian municipalities capacity for crime prevention, social isolation reduction and implementation of European standards in social services delivery;
- To increase the capacity of non-government organizations in the country for provision of social services to offenders.
Expected results:
- Elaborated criteria and standards for providing of specialized services for offenders;
- Developed pilot model for social services: Center for social rehabilitation and integration of offenders and Social Assistant;
- Supporting the process for developing of probation system and collaboration among the probation services, local authorities and the NGOs;
- Improving the work of the Local Commissions for Prevention of the Juvenile Delinquency;
